NOA will model the potential low carbon measures in priority sectors in 5 SEE countries (Albania, Croatia, Montenegro, Serbia and FYROM), will develop and coordinate a Regional Policy Network for low carbon policies, will organize relevant workshops, will compile a manual for the development of low carbon policies, and will establish a National Working Group for low carbon policies.
